California was slammed with rainstorms Thursday night, with Northern California hit particularly hard. In the Sierra Nevada, winds are gusting to nearly 100 mph over the ridge tops, downing power lines in the Reno area. Snow levels could drop to 4,000 feet along Glendora Ridge Road in the San Gabriel Mountains.

Man fights fine for raising Delta wetlands dikes

An East Bay man trying to create a kite-surfing hangout in the delta for Silicon Valley’s elite stepped up his unusual battle with water regulators Thursday, suing them after he was hit with a $2.8 million fine for raising dikes across wetlands near Pittsburg.
