puts off vote
on water agreement

Lisle village
trustees this week delayed a vote that would initiate proceedings
to deliver clean water to residents with contaminated wells in
Woodridge Estates.
At a Monday night
Village Board meeting, trustees were expected to approve an
intergovernmental agreement between DuPage County and the DuPage
Water Commission that sets basic guidelines for residents to hook
up.
But trustees put
off the vote so that Water Commission attorneys could answer
questions at a board meeting.
Last month,
trustees were quick to accept the agreement, but said many details
needed to be hammered out.
Now, Trustee Ann
Duker has opposed requiring the Water Commission to determine
boundaries for laying pipelines and the stipulation that the
village would be liable for any loans that were defaulted on by
homeowners.
"[The
agreement] puts the risk of consumer default on the village. ... I
can't vote in favor of it," Duker said.
Mayor Joseph
Broda criticized board members for "waiting to the 11th
hour" to ask questions since the document has been available
to them for several months.
"I'm a bit
embarrassed," Broda said.
The village is
one of several municipalities in the county that would need to
sign the agreement to initiate the connections. Another deal will
likely have to be developed between the county, village, Water
Commission and Woodridge Estates residents that would outline
specific guidelines for connecting the subdivision to water mains.
The chemical
trichloroethylene, which is used as a solvent, was detected in
some wells in the neighborhood.
