Reservoir
plan gets further study

Recreation
and Park District commissioners have tentatively agreed to allow
Park Ridge to build a new underground water reservoir in Hinkley
Park. In exchange, the Park District would use a city facility
for its maintenance operations.
Commissioners
last week could not commit to an agreement until they know more
about the ramifications of two state grants the district has received
for improvements to Hinkley.
Those
grants, totaling nearly $250,000, carry conditions concerning
open space and land ownership that could limit any action. District
and city staff will research the issues and report back to a joint
meeting of the Park District Board and City Council on March 17.
The
proposed site of the $17.7 million water reservoir is occupied
by the district's maintenance facility, which would have to be
razed.
Operations
of a new maintenance facility built over the reservoir would be
restricted by Illinois Environmental Protection Agency regulations,
so the city is offering to let the Park District move its maintenance
operations into a former public works facility at 1200 W. Elm
St. Nicor leases that facility but is moving out later this year.
The
city's current reservoir requires about $8 million in repairs
and lacks the capacity to meet future water use.
