Slow drip

The tiny town of Lanare, like scores of other impoverished California communities where the water is unsafe to drink, could be eligible for a share of hundreds of millions of dollars in federal and state funds to improve its tainted drinking water. But the state has been agonizingly slow to spend the money, snarling small communities in red tape that has delayed fixes year after year. Los Angeles Times

TMDL efforts

More than a decade after Canyon Lake and Lake Elsinore were added to a list of "impaired" bodies of water due to pollutants, targets for water quality have not been met — and the deadline is approaching. The EPA has given lake officials until 2020 to reduce levels of phosphorus, nitrogen and chlorophyll while raising oxygen levels in the two lakes or face daily fines. Riverside Press-Enterprise

Preserving the land

Stockton's future drinking water supply is a little more secure because Tim Lane was willing to give up some of his property rights. Pacific Forest Trust officials said they seek easements to protect upland ranches because that's where water originates that flows into major California rivers and to the San Joaquin River Delta.
