In a highly anticipated report, a panel chartered by Congress recommends that the EPA revise how it appraises financial burdens when communities are required to upgrade water and sewer systems. If the EPA accepts the revisions, it could change permitting and enforcement of municipalities, which then would have more time to complete required projects.
