Next year, a new law will revolutionize how California manages its groundwater. By June 30, according to the Sustainable Groundwater Management Act, many groundwater users must form new agencies and begin drafting plans to "sustainably manage" their aquifers. But an entirely different category of groundwater is exempt from SGMA: "adjudicated" groundwater basins.
