DWR warns about increased potential for flash flooding

Large swaths of California will be pounded by rain this week, offering a bit of relief as the state enters a sixth year of drought. Flood and fire officials warn that weather and land conditions will increase the potential for flash flooding during the rainy season now under way. The rain in the south is particularly notable given the dry conditions.


Court hears oral arguments in blending litigation


A federal court held oral arguments Friday on blending at clean water utilities. The case involves a 2013 decision that struck down EPA's efforts to regulate blending. The agency indicated that it believes this decision applies only in the 8th Circuit, and that it will apply the decision elsewhere in the country on a case-by-case basis.
