The Kern County Water Agency, a major San Joaquin Valley irrigation district, Thursday tentatively endorsed a partial investment in the Delta water-delivery project. A day earlier, the Castaic Lake Water Agency also voted to support the twin tunnels proposal. Also Thursday, a bloc of San Joaquin farmers endorsed the twin tunnels project, becoming the first significant agricultural group to support the controversial plan.
