More than 6 million households in Southern California could pay $3 more a month to help cover the costs to bore two huge tunnels under the Delta. But that's cheaper than the $5 a month that the customers of the Metropolitan Water District of Southern California were expected to pay under projections released four years ago, MWD General Manager Jeffrey Kightlinger said.
