Senate SRF Bill Stalls

Senator Jim Jeffords (R-VT), chairman of the Environment and Public Works Committee, and sponsor of S. 1961, the "Water Investment Act of 2002", hotlined the bill September 10, seeking immediate consideration by the Senate. A hotlined bill can be adopted by unanimous consent if there are no objections.

September 11, Senator Jean Carnahan (D-MO) informed Senate Majority Leader Tom Daschle (D-SD) that she is putting a hold on legislation. According to her press release, Senator Carnahan was told by her state natural resources agency that reduction of funds, coupled with new mandates on the states and local governments, was a bad bargain for Missouri. She also noted that S. 1961's mandates would overburden small drinking water programs while diverting construction money to unnecessary administrative burdens.

It is not known what other senators have put holds on the bill, but there are reportedly nine more. Senate Republican EPW Committee Staff have indicated this means the end of action for S. 1961 for this year.
