AMSA CALL TO
ACTION ON THE SENATE'S WATER INVESTMENT ACT OF 2002, S. 1961!

AMSA is urging you to call your
Senators on the Environment and Public Works (EPW) Committee today
or tomorrow to express opposition to S. 1961, the Water Investment
Act of 2002, which is attached to this e-mail. Immediate action is
necessary, as S. 1961 is expected to be marked up by EPW on
Thursday, April 11, 2002. Also attached to this e-mail is a
convenient contact list of phone numbers for EPW's Legislative
Assistants.
Simply stated, S. 1961:
- Is not a core infrastructure
funding bill, and would turn the clean water state revolving
fund (SRF) into a funding source for non-wastewater projects.
- Forces publicly owned treatment
works (POTWs) who, in the state and EPA's judgment, are in
"significant non-compliance" with the Clean Water
Act to accept an EPA Consent Decree before they can access the
SRF.
- Places additional hurdles in the
way of POTWs to receive SRF funding, including requiring EPA
and state-approved asset management plans, rate structure
plans, and numerous other burdensome requirements.
AMSA also urges you to advise your
Senators to support the Voinovich substitute to S. 1961, which
focuses on the core infrastructure needs of POTWs without the
requirements for funding contained in S. 1961.
