Rubbish plan

In the dusty Nevada desert, about 30 miles east of the playa where Bay Area artists and hipsters gather annually to build a temporary city at the Burning Man festival, a San Francisco garbage company wants to build a dump for Bay Area trash. But a group of residents in the Winnemucca area wants the company to leave the desert alone — and California to keep its garbage to itself. (San Francisco Chronicle)

Flooding fears

The San Diego City Council has declared a local state of emergency for the Tijuana River Valley, allowing storm water officials to spend up to $4.4 million to clean out clogged river channels. City officials and river valley horse and property owners hope the permits are issued before the arrival of potentially deadly winter storms. (San Diego Union-Tribune)

Break puzzle

Two more water mains broke overnight in the San Fernando Valley, the latest in a rash of problems hitting L.A.'s water system. Underground water pipes have suffered significantly more "major blowouts" in the last three months. And the city's engineers don't know why. (Los Angeles Times)
