Winter reigns

Residents around San Diego County were recovering yesterday after being inundated by rain from a second storm in three days. In the Tijuana River Valley, fire officials say it appeared that debris had dammed the river in several places, causing water to flow over banks. (San Diego Union-Tribune)

The federal government declined Thursday to breathe new life into a plan to carve a toll road through Orange County, apparently ending a contentious, years-long campaign by transportation officials who predict that without it, the current freeway system is destined for breakdown. The environmental group Forest Ethics released a report Thursday analyzing the 770,000 pounds of herbicides that timber giant Sierra Pacific Industries used on its lands during an 11-year period and calling on the company to reduce its use of the chemicals. (Stockton Record)
