Rural dilemma

Rural Californians are balking at the cost of proposed state rules intended to force them to keep their septic tank discharges out of the water the rest of the state drinks. The proposed rules may actually make the problem worse, some say, because low-income mountain residents afraid of big repair bills will simply ignore the rules and avoid contact with government agencies.
